Cara Pacitti has all you need to know on this morning’s public finances data here. A lot going on here but overall it wasn’t good news for the Chancellor despite a record monthly surplus.

🚨 New Public Sector Finances data released this morning 🚨 Despite a record surplus in January, the latest tax receipts have disappointed, leaving the Chancellor’s fiscal rules on a knife edge. Get the Resolution Foundation response here 👉 buff.ly/41oDyXm
Cara Pacitti, senior economist at the Resolution Foundation, said:

“January tax receipts usually boost the public finances as people rush to file their tax returns. But, despite the largest monthly surplus on record, broader tax receipts for the financial year so far were £4.6 billion lower than expected last month with worrying signs that bad news on the economy is starting to affect the public finances.

“With borrowing now running £12.8 billion above the OBR’s forecast for the fiscal year to date, there are signs that weaker-than-expected growth and higher inflation and borrowing costs could leave the Chancellor in the unenviable position of needing to raise taxes or cut spending to meet her fiscal rules at the OBR’s 26 March forecast.”

Public sector finances data out this morning. Higher than expected borrowing will drive the headlines, but it's taxes that will matter most for affecting the OBR forecast. Those are on track this month, and only slightly down versus forecast so far this year.

How should the Chancellor respond to recent movements in the gilt market? @emilyfry.bsky.social and @carapacitti.bsky.social suggest that though faced with bond market jitters, the Chancellor should hold course before making major fiscal decisions. Read more👉 buff.ly/4fPTi9H
Image showing a quote from the linked article stating ''now that she is faced with bond market jitters, the Chancellor should hold course before making major fiscal decisions that would have very real consequences for households. The Treasury is right to be concerned about the wider economic conditions we find ourselves in, and to plan for the Autumn Budget accordingly (with, ideally, moves to increase the headroom on both fiscal rules). But for now the best course is to keep calm and carry on.''

Amid all the talk of "difficult decisions" to come in next week's Budget, here's a useful reminder of the impact of the two-child limit. This is Britain, in 2024. It's hard to think of another policy area where spending £2.5bn (the cost of scrapping the 2CL) would have such a direct impact.
Screenshot of a report.

Parent Y spoke of how it would help with food:

If you got the little bit extra we need even if it has a smaller amount in
comparison to the first and second. Then that little bit would help with
extra bread and extra milk, because I go through tonnes and tonnes of milk and bread and butter .

Parent J spoke of how it would help with buying shoes:
I would get them shoes. They all need new shoes. Like seriously, I need to replace all their shoes. They're growing and their shoes are done…then come the start of August they are going to need fresh new school clothes. Their food as well, i would up their food…if that extra money was there on my payday. I would get more food to make it last for a bit longer because in the last week of the month I struggle.

With so much focus on public investment/debt rule, there is a slight risk that the scale of the challenge on day-to-day spending is understated in the current debate.
