All the federal government’s use of Section 107 does is bypass parliament and the democratic process of debating a Bill to achieve the same result slightly quicker. It’s a very cynical tool.

Bill C-39 adopts a philosophy that labour rights are important, but also sometimes an impediment to “building Canada.” That is not a great message for labour rights. There is nothing in the Bill that emphasizes the importance of ensuring that workers share in the new economic direction.
