Structural barriers mean ethnic minority workers are paid less and are often concentrated in less secure jobs, says Kudsia of TUC. Increasing fairness at work for everyone will disproportionately help minority workers, she says.

It finds that people of all backgrounds agree progress has stalled on racial equality and may even be going backwards. Nearly half of white respondents (48%) and ethnic minority respondents (44%) feel racial equality is getting worse rather than better.

Freedom of movement remains contested: 26% support it as a condition of EU membership, while only 12% voice outright opposition – but most people are undecided. 4 in 10 would like free trade access to the EU but are sceptical of relaxing immigration rules to achieve this. 22% answer ‘don't know’.

There is real caution about another referendum: just 34% want one “as soon as possible”, while the rest are split between wanting one further off (28%), not at all (21%) or indecision (16% ‘Don’t know’) – reflecting concern that a re-run could reopen old divisions or destabilise UK politics.

The research identifies five distinct public "tribes" on Europe, from the 22% who are "All In" on rejoining to the 19% who remain "Firmly Out". The largest group, making up more than four in ten of the public, sit in a moveable middle: open to closer cooperation but unpersuaded on the terms.

There is popular support for PM Andy Burnham emerging from this autumn’s EU summit with a Youth Mobility Scheme. Some 57% support a reciprocal programme for 18–30-year-olds, with only 12% opposed. Even among EU-sceptics, it's seen as constructive middle ground for improving UK-EU relations.
