We also found evidence that these skills appear to most often develop sequentially: lower-order then higher-order thinking skills. It was rare for students to answer a higher order item correctly if they answered a lower-order item in the same topical domain incorrectly.

We also discovered that whether an item was flagged as capturing higher-order skills was correlated w/ but could be distinguished from both item difficulty and format (e.g., open-ended vs. multiple choice). Both higher and lower-order skills predicted of postsecondary outcomes (at the school level).

That said, we urge caution in using this tactic to distinguish higher vs. lower order skills, as it's not yet well-understood why certain grade-years lend themselves better to this than others.

There were, however, some grade-years on the earlier pre-Common Core (MCAS 1.0) exams where bidimensionality was more defensible. Researchers could use these grade-years to study higher-order skills and compare them to lower-order skills.

It was especially hard to distinguish higher- from lower-order skills with the more recent Common Core-aligned assessments which included a greater number of higher-order items but demonstrated significant evidence of unidimensionality.

To assess the psychometric properties of such an approach, we coded ELA exam items from Massachusetts across many years and grades to flag those items that capture higher-order skills, based on the Webbs Depth of Knowledge framework, and linked this coding with information on student performance.

We conceptualized of higher-order skills as analytical, reasoning, and problem-solving abilities. These skills predict value labor market and other long-run outcomes and may become even more important in a world where AI use is more widespread.

We find the public is generally supportive of on-cycle elections and that K-12 teachers—whose unions are often thought to benefit from off-cycle races—are even more supportive of on-cycle races than the rest of the public. Opinion does not appear to be primarily shaped by political self-interest.

Not surprisingly, we find low levels of public awareness of these issues. Opinion on election timing is malleable, in both directions, but it appears more difficult to increase public perceptions of the importance of these issues. Respondents care more about cafeteria food than electoral policy:

Board elections have typically been held “off-cycle”—on a different day than the national elections held in November of even numbered years—depressing voter turnout and making the electorate less representative of the population. However, that’s shifted toward more on-cycle races in recent years.

SBMs expressed substantial demand for additional training and support, especially in areas related to the use of data for evaluation and decision-making, the use of social media, and navigating political tensions and legal guidance on state and federal policy changes.

SBMs indicated a # of political challenges related to bread-and-butter issues in local ed governance (enrollment, fiscal strain, labor relations, interpersonal conflicts), and uncertainty re: recent federal policy shifts. Culture war issues were NOT a dominant source of tension in most communities.

Of course, challenges and opportunities for improvement also emerged. As others have found, SBMs in our sample were not demographically representative of the communities they represent and there were signs of significant turnover with only half indicating that they planned to pursue reelection.

Overall, SBMs in our sample expressed high levels of confidence overall, and largely positive perceptions of their school districts, board service experience, and board operations, perhaps in contrast to the tone of much of the press coverage of school boards in recent years.
