Govt takes the position that Kristi Noem made the decision not to turn the CECOT-bound planes around, so Judge Boasberg shouldn't be allowed to explore the issue further. But Maggie Haberman & Jonathan Swan report that Steven Miller & Todd Blanche were involved; don't name Noem as a key decider.

These are not like the type of layoffs we see in the private sector for a couple of reasons. First, the public sector already struggles to hire such talent. But private companies don't take pains to insult the employees they are firing, burning their credibility with future recruits.
Third, it's not just the layoffs, it's the atmosphere of contempt. We've been told federal workers are “lower productivity”. We've been informed about major changes to our work conditions the evening before and told we'd be fired if we weren't able to comply. I have former coworkers, hired into fully remote technical positions, who were asked to take shifts scrubbing toilets at the random offices they've been assigned to “return” to. Mothers with infants are illegally not being provided with adequate space to pump breast milk, or who were forced to return to office for a period of time despite being a military spouse and therefore specifically excepted. In many cases, reasonable accommodation and military spouse exemptions are put on near indefinite holds as they work through the “process” and my former colleagues were often expected to report back to the office in the meantime. If we care about recruitment, or even retaining our existing workforce, why is this the environment we're creating?

NEW from @nytimes.com: A bone-chilling account. A Venezuelan man detained alongside the 238 sent to El Salvador on March 15 seems to have disappeared off the face of the earth. His name isn't among the names of those sent to CECOT that day and no one spotted him among those men. He's just... gone.
Miriam Jordan
By Miriam Jordan
Miriam Jordan is a national immigration correspondent.

In late January, Ricardo Prada Vásquez, a Venezuelan immigrant working in a delivery job in Detroit, picked up an order at a McDonald’s. He was heading to the address when he erroneously turned onto the Ambassador Bridge, which leads to Canada. It is a common mistake even for those who live in the Michigan border city. But for Mr. Prada, 32, it proved fateful.
The U.S. authorities took Mr. Prada into custody when he attempted to re-enter the country; he was put in detention and ordered deported. On March 15, he told a friend in Chicago that he was among a number of detainees housed in Texas who expected to be repatriated to Venezuela.
That evening, the Trump administration flew three planes carrying Venezuelan migrants from the Texas facility to El Salvador, where they have been ever since, locked up in a maximum-security prison and denied contact with the outside world.
But Mr. Prada has not been heard from or seen. He is not on the list of 238 people who were deported to El Salvador that day. He does not appear in the photos and videos released by the authorities of shackled men with shaved heads.
