This sort of stuff makes me want to scream. The cost bloat is in *capital projects* not in operations! Capital projects are bloated because of a complex web of balkanized permitting processes, the byzantine and inconsistent nature of federal grant funding, and outsourcing talent to consultants.

A lot of this is the same over indexing on atypical worst case outcomes that social media causes everywhere. Stuff like “I went into heavy debt to party and learned nothing!” or “my field tanked just as I graduated!” will get a lot more engagement than a more likely experience.

People are going to clown on this but we need to remember that planning for local context is important: a city with Los Angeles, California’s semi-arid Mediterranean climate only gets sunshine ~300 days a year; so it’s important to make sure you can never ever find shade in the middle of the day.
