Prompted by the renewed closure of the Strait of Hormuz here our piece from only one month ago. The brief reopening during the ‘truce’ didn't fix the underlying 13 mb/d global shortfall. [Link to article: www.bruegel.org/analysis/europe-must-prepare-possible-oil-supply-crunch] 🧵 1/6

Europe must prepare for a possible oil supply crunch
With falling commercial and emergency oil reserves, Europe’s oil price shock could soon become a volume crisis – a scenario for which it must prepare

We argue for the following policy actions in the EU, from short-term to long-term: 1) Halt of untargeted fuel subsidies. 2) Engagement between the EU and its countries about possible coordinated oil demand reduction measures. 3) Avoidance of additional emergency oil stock releases. 4/
111
Alexander Roth @aroth.bsky.social · 25/06/2026
IV) Oil products, especially jet fuels, are impacted foremost. V) While immediate shortages of crude oil or oil products seem currently avoidable, the EU should nevertheless prepare itself. VI) Good publicly available data on oil is scarce, which makes independent assessments hard. 3/

Alexander Roth @aroth.bsky.social · 25/06/2026
Our main takeaways are: I) Not surprisingly, the EU is strongly dependent on crude oil and oil product imports. II) Global oil supply will recover only slowly, even following a swift reopening of the Strait. III) So far, the EU has not experienced a volume crisis, but "only" a price crisis. 2/

❌ What to avoid: - Fuel tax cuts and broad subsidies that risk driving up demand - Short-term interventions in the electricity market that destroy investor confidence - Rolling back carbon pricing 4/5

✅ What to do: - Promote savings and ensure that the storage is filled to have a buffer for the next winter - Push for structural demand reduction by fuel switching and electrification (e.g., through lower electricity taxes) - Engage with other major LNG buyers to coordinate global gas savings 3/5

⚠️ The situation: - The closure of the Strait of Hormuz has reduced global LNG supply by 20% - 4% of the EU's gas imports come from Qatar - Despite this small share, the EU faces an energy bill shock: if high prices persist, the EU's energy bill could increase by €100bn over the next 12 months 2/5

The European Commission proposes to take a more central role in planning new electricity grid infrastructure. This can make a lot of sense but as my colleague @aroth.bsky.social points out transparency is crucial. Continuing to use a private & closed-source model leaves the EC open to criticism

The EC’s long-awaited "Grids Package" is finally out. Moving toward a system-oriented approach for Europe's infrastructure is the right step, but it won't work in a black box. In my latest for @bruegel.org, I argue why transparency is important to making this effective.
