Reality: Internet connection during tabulation is not necessary to interfere with election results. Election machinery connects to the internet through other pathways at different stages in the process, providing opportunities for systems to be compromised.

Hackable cellular modems in election machinery and firmware or software installed or updated on this equipment, can all be potential points of attack. The process of programming machines for each election creates another opening for malware to hitch a ride via externally-programmed memory cards.

Importantly, even ‘air-gapped’ systems do not fully protect against these vulnerabilities. Other points of attack, like supply chain attacks (i.e. compromising a private election equipment company) and even malware on a thumb drive used for software updates do not require internet access at all.
