It's a reference to the money for collective OA monograph programmes often being 'money from down the back of the sofa' rather than a regularly programmed, seriously funded part of a library's financial commitments/investments

It didn't, and I think the Jason Okundaye piece in the Guardian makes some good points on that. But Arday's appointment did not receive the same level of coverage as his plagiarism and resignation is receiving, either (I hadn't heard about the former, but I have heard a lot about the latter).

I can think of at least one example of a Cambridge academic found guilty of serious criminal offences and that received nothing like this headline coverage (in fact googling it now it's in the "local news" section of the BBC website).
