Duterte's arrest in Manila pursuant to an #ICC warrant was possible bc of the collapse of the political alliance btwn Marcos & Duterte's daughter Sara. There'd been signs pointing to this outcome for months. Once more, domestic politics create opportunities for ICC prosecutions.
