Councillor Motion for Snow and Ice Surge Capacity

Some folks may want to know about next steps. I will be making the following notice of motion next Tuesday at the Urban Planning Committee. That means it will be debated as one of the last items in the following Council meeting.

Here it is:**That Administration provide a report, based on public feedback and industry best practices, outlining options and financial implications for a Snow and Ice Control "Surge Capacity" strategy to ensure timely service delivery during unexpected or extreme precipitation events, including:**
**1. An operational analysis of projected extreme weather frequency based on current climate modelling and Climate Resilient Edmonton data; and**
**2. Mechanisms to scale resources (example: on-call private contracting, emergency procurement) to meet Service Level Agreements when accumulation exceeds base fleet capacity.****3. Return with unfunded item specific strategies to prioritize accessibility and mitigate mobility barriers for seniors and persons with disabilities during these surge events.
(Example: more proactive crosswalk and access point windrow removal and clearing)**
*(wording subject to change slightly through refinement and consulting with Admin and colleagues - this is a normal process)*What this would do, if passed, is ask City Administration to return to Council with a report on the listed items. In conversation with Administration, we can clarify the intent of the report and more clearly define what Council would like to see.
What many might not know is that a budget is set in advance, and then Administration essentially configures for that budget.
When it come to Snow and Ice Control, that means "X" number of plows, graders, etc. are on hand - according to the approved budget. In 2024, if Council had voted to substantially increase service levels and purchase more graders,
Administration would have begun the procurement process.

Want to build your own Snow & Ice Control budget? I built a tool using city data. You can adjust budget, see the tax result, & run sims on how the last month of snow events played out. It’s transparent, interactive, and hopefully not boring. Works best on Desktop 🖥️ aaronpaquette.ca/snow-ice

Here’s what you need to know when you hear a Councillor say they voted against the city budget: 1. If the budget vote fails, it reverts to the ADMINSTRATION proposed amount. Which is usually HIGHER. 2. Did they do the work of COLLABORATING and LEADING to get a different result? Or was it for show?

While not a City of Edmonton initiative, Nature Alberta put the question to Edmontonians on what bird should represent their City. 40,000 people voted and at the end, the black-billed magpie soared above the competition to take its perch as the Bird of Edmonton.

While separation is likely meant as a distraction from their many scandals, I am concerned this leap into different forms of chaos just communicates irrationality and a lack of rational governance. I hope we see the province realize their work should focus on serving Edmontonians & Albertans.

Look, if you have black, just wear black to a funeral or memorial when appropriate. I get it. Blue is fine. But why not just err on the side of caution? In the end it’s not a serious debate.

Pope Francis has passed away

He will be remembered by many for his humility, for his focus on compassion, and for his willingness to speak plainly about difficult truths.

When he came to Canada in 2022, I was honoured to attend his remarks in Maskwacis, Lac Ste. Anne, and the Mass at Commonwealth Stadium. I was Deputy Mayor of Edmonton at the time to represent Council and community — to bear witness. The moment was profound. There was pain, of course, but also grace, honesty, and a deep sense of hope. For some, his apology for the Church’s role in residential schools was healing. For others, it wasn’t enough. For still others, a reopening of old wounds.

But it was both a start and a culmination of generations of advocacy.

Later, he formally rejected the Doctrine of Discovery: the colonial idea that gave cover to so much harm across the Americas, including here in Canada.

Pope Francis’ actions were revolutionary. As was his life, one dedicated to the ultimate revolutionary and one whom he served, the Christ of the Bible, known to billions of followers around the world.

Pope Francis met history with humility.

He passed on Easter Monday. A day of reflection, of renewal, and of quiet transformation. That feels fitting.

May he rest in peace. And may we honour and forward the good works to which he dedicated his life.

A life of service.
