The whole heritage building designation system needs a complete overhaul from scratch. Right now it is not working as intended. Too many properties are designated and too many are not being kept up as a result.

There's also an issue with non-heritage vacant buildings, empty lots, and surface parking lots that need stronger disincentives to owners for sitting on them rather than developing the properties. It's currently far too lucrative to leave them underutilized. Land value tax, anyone?

Just put in a seizure clause that if it falls into neglect the city can purchase it at its current fair market value. Taxing them harder for vacancy doesn't mean they will upkeep, just means they will pay the bill to play the game - which is to demo hard to demo properites.

This prime corner lot, in what's supposed to be a destination part of Ottawa, has been abandoned for many years. It's been left to fall into disrepair and has become a drug injection hotspot. Murray at Parent.

Can't we just let heritage building owners spend property taxes on repair and rehabilitation? Even half (half spend, half taxes) If it is so important that it remain unchanged to the community we should have skin in the game.
