To lie means to knowingly tell an untruth with intention to deceive. It is very difficult to prove intention to deceive. Of course, if you believe she is a serial killer, it will be easy to find faulty memory and interpret it as lies.

Poor Lucy's memory must be awful if she's incorrectly telling her colleagues that someone collapsed through grief hours after the event supposedly happened.

Thing is, there is no proof there was an active murderer on the unit. Plenty of proof of intentional lies by Brearey and Jayaram.
