I think this depends a lot on the evolutionary origin of mermaids. Are mermaids aquatic apes? Are they the product of convergent evolution in sirenians? Or are they some other lineage entirely?
If they're apes, the "tail" might actually be fused legs, and the flippers are derived from feet.
