Definitely not. Both she and Biden were dregs in the '20 primaries .. no one wanted either of them. Obama (who said he wouldn't get involved) resurrected Biden and he in turn boosted Harris. Things could have been very different.

Actually, I would argue, if one would investigate, we would find that he didn't win either election (and Hillary DID win the pop vote) but that doesn't take away from the fact that they should have been runaway elections given that the orange-tinted-mental-midget was the Repugnican™ nominee.

But one doesn't need miiitarry personnel to serve every need of an individual. And, if we're talking non-religious counseling the base/fort clinics and hospitals have personnel for that as well and external pastors, priests etc., are no less qualified to deal with issues than military chaplains.
