Proposed GHG Protocol changes could chill corporate clean energy investment. Forcing local hourly matching ignores cross-border grid realities, creates artificial scarcity, and locks out smaller buyers. We need accounting that reflects and maximizes real impact, not “more accurate” on-paper claims.

We analyzed the real-world balance of Meta’s data center induced and avoided carbon emissions. The resulting case study made one thing very clear: matching megawatt hours doesn’t capture an accurate picture of emissions impacts.
Split graphic showing Meta’s clean energy performance in 2023 using two methodologies.

Top section titled “Hourly Matching results” includes a bar chart showing Meta’s Clean Energy (CFE) scores by grid region, ranging from 56% to 100%, with a 79% global average.

Bottom section titled “Carbon Matching results” shows a bar chart comparing:

8.12 million tonnes CO₂e from data center induced emissions,

7.35 million tonnes CO₂e avoided through clean energy,

770,000 tonnes CO₂e net emissions.

The charts illustrate regional variability in clean energy use and the emissions impact of Meta's clean energy procurement.

As it turns out, the lesser-known GHGP Project Protocol already provides a way for companies to report consequential emissions, rooted in real-world emissions impacts. We’ve combed through that tedious framework to write up a straightforward “how to” guide for using it. watttime.org/news-and-ins...
Graphic explaining the formula for calculating real-world emissions impacts of electricity use. It reads: "Formula for calculating real-world emissions impacts of electricity use: Emissions Reduction = Load Reduction × ( ω × Build Margin + (1−ω) × Operating Margin )." The image features WattTime’s logo at the bottom.Visual equation for emissions reduction: "ER = LR × ( ωBM + (1−ω)OM )", with icons of power plants, transmission lines, and solar panels. Below, it explains: "Real Emissions Reductions (ER) come from how the existing grid operates (Operating Margin, OM) and how new power plants are built (Build Margin, BM) in response to electric load reductions (LR)."
