Phantom Liberty wasn't beloved because it was Finally, The Cyberpunk City Sim, it was beloved because it was a sick fucking story excellently told with gorgeous art design, technical brilliance and insane setpieces.

Like the marketing was very much a GTA-level city sim, and they tried it and fucked up, but if you ask people what they love about the finished version it's like -- the storytelling, the level design, the specificity of the mechanics, the human touches, same as Witcher 3.

I think it's also fascinating that Cyberpunk made similar promises, but what eventually made it become incredibly well regarded post release was not trying to fulfill every promise they made but rather reducing scope and honing it down to a very finely tuned, pitch perfect, specific RPG

I'm also fascinated by it conceptually but not $90 CAD fascinated
