I love how unreasonable Bruce was in that scene. If Lex hadn’t had a plan, Dick would have died anyway because bomb. So the choices were “Dick dies” or ”Dick and everyone else dies”. And Bruce confidently chose the latter 😂

Even of the person on the stretcher isn’t Foggy, the spot where he lay is empty. I don’t think paramedics would move a dead body. They’d leave it for the police. The bandages on the ground also suggest that a paramedic tended to Foggy so at the very least, he was alive when they arrived.
