Especially since Gleason in the Net Zero Accountability Act case literally just said that “may” can mean “shall” so. I focused on the ESDC assessment in my letter to my MP, since that’s also not in the legislation. Hopefully the text gets some cleanup during debate.

I would prefer the “may” become a “shall” so that intent is clearer (backgrounder certainly makes it appear like it’s a “shall”). But yes theoretically any judicial review of the Minister’s intervention would have to look if 1) application of the tests was reasonable, 2) if consistent with precedent

The Rockefeller Foundation did a 34-country survey on foreign aid. Even though Canada has cut int’l assistance much less (and still up over time) than the U.S. did to USAID, Canadians are just as determined to increase aid. The key here is knowing the consequences #cdnpoli

Good thread. I think Carney is making a gamble that the upfront money pays off in other things like regional airports which have a harder time funding bigger initiatives. I can understand some might see this cynically.

5/ Government currently gets hundreds of millions of dollars in fees from airports - why our gates and fares are very expensive. This would theoretically give up some or all of that for a big cheque up front. Tens and tens of billions of dollars depending on the length and rules of a deal.

4/ Is that a bad thing? There are already private airport operators in Canada. In smaller airports not part of the National Airport System, places like Hamilton, Kelowna and south shore of Montreal are run by private operators.

2/ What the government is starting here is a potential to allow private investors like pension funds or others to come in and have a “concession” to operate an airport on that land in lieu of these organizations (or in partnership with them - not clear yet) and keep profits.
