And for all the belief in the economic value of tax cuts, the evidence is just not there. The weak GDP boost that the CBO predicts will come the One Big Beautiful Bill (0.5%) is in line with the weak GDP boost created by the 2017 Tax Cut and Jobs Act (0.3%), according to the Congressional Research Service. A more comprehensive CRS assessment of the law's economic effects found they were insignificant.

Tax cuts - as a rule and if the tax system is progressive - favor households with more income. At the same time, the amount of money saved by any one household, even with a $3.7 trillion tax cut, is small, because it is distributed to nearly all 150 million US households. The tax cut in the current bill would give an annual bonus of a couple thousand dollars to households that are not in active economic distress. They can spend it, save it, invest it - but the amount is so small and the channels so diffuse that there is little tangible impact.

The silver lining here, which will certainly be a bitter pill for Republicans, is that what is true of tax cuts is also true of tax increases: They have minimal economic consequences. The bonus is that tax increases are a way to address the debt.

The Republican Budget Bill Wouldn't Be Beautiful for Everyone

If the "One Big Beautiful Bill Act" passes, the lowest 30% of households would be worse off

At this point, it might be useful to review some history. In the halcyon days of the 2000 presidential campaign, the question was what America should do with its budget surplus. The CBO had projected that, given the paths of spending and revenue at the time, the entire US debt would be paid off within a decade. Obviously that didn't happen. Debt relative to GDP has ballooned from 55% then to 120% now.

So what did happen? Well, the Committee for a Responsible Federal Budget decomposed the increase in debt over that time period, and apportioned it out: Some 28% of the increase is due to legislation and programs enacted in response to recessions. Some 33% can be attributed to increases in spending. And the largest share - 37% - is due to tax cuts.

In other words, tax cuts are the single largest contributor to the increase in debt of the last quarter century. This accomplishment is all the more remarkable considering that those years include two multitrillion-dollar wars in Iraq and Afghanistan, an unfunded expansion of Medicare, and the two worst economic downturns since the Great Depression.
