Saying "launch a bank" is misleading here. This is conditional, preliminary approval to become a national trust bank which statutorily can only engage in fiduciary activities. That said, this is still quite bad and there's a lot of reasons to think this is illegal beyond conflict of interests.

The Company may also use the remaining proceeds for general corporate purposes.The SpaceX Bridge Loan bears interest, at the Company’s election, at a rate per annum equal to (i) Term SOFR plus an applicable margin ranging from 0.75%-1.75% (depending on the Company’s debt rating), or (ii) a base rate equal to the highest of (a) the Federal Funds Rate plus 0.5%, (b) the Prime Rate, (c) Term SOFR plus 1.0% and (d) 1.00%, plus an applicable margin ranging from 0.00% to 0.75% (depending on the Company’s debt rating). In addition, the Company is obligated to pay duration fees equal to 0.125% of outstanding principal on the first anniversary of closing and 0.25% of outstanding principal on the fifteen-month anniversary of closing.
