A trust-based system only works if the public is willing to trust recipients. If we want a welfare system built on solidarity, we need to think carefully about which statistics we show and how: in policy, in the media, and in the organizations that implement it.

Meanwhile, the Dutch government is overhauling its social assistance law (Participatiewet), promising trust instead of suspicion. Our findings show why that's fragile: support for the welfare state didn't change, but the image of the people who rely on it did. www.tweedekamer.nl/kamerstukken...

Our study is about the general public, not caseworkers. But the pattern is familiar: group-level statistics turning into suspicion of individuals.

In other words: the statistics didn't so much teach people something new. They triggered beliefs people already held. Statistics are not neutral. How we present them shapes how people see others and social inequalities.

Those who saw the statistics were more likely to see welfare recipients as lacking work ethic and as having only themselves to blame. These effects were concentrated among people with more ethnocentric views.

With @willemdekoster.bsky.social & Jeroen van der Waal, we ran a survey experiment among 1,500+ Dutch adults. Half saw official CBS statistics on the overrepresentation of Dutch citizens with a Moroccan migration background in social assistance (bijstand). The other half didn't.

This project has been a long time in the making, and I’m very happy to see it published. Extra special: it’s my first single-author article in an international journal 🙌

As such, people can hold similar attitudinal stances while reasoning from very different underlying interpretations. It also means that the same policy framing can resonate very differently across citizens.

Crucially, these distinct meanings are not randomly distributed. Different social groups tend to endorse different meanings of deservingness, linked to socioeconomic position, education, and political preferences.
100
Thijs Lindner @thijslin.bsky.social · 23/01/2026
People understand deservingness as either: 1️⃣ an extension of a broader progressive vs. conservative worldview; 2️⃣ a matter of (dis)trust in ethnic others; 3️⃣ economic (anti-)chauvinism; 4️⃣ moralized redistribution; 5️⃣ traditional vs. inclusive solidarity.

Using an innovative statistical approach and a large, representative dataset of the Dutch population, I show that people attribute five distinct and fundamentally different meanings to welfare deservingness.

Thijs Lindner @thijslin.bsky.social · 23/01/2026
Most research on welfare deservingness implicitly assumes that people mean the same thing when they express these attitudes. In this article, I challenge that assumption.

Our innovative analytical strategy provides a stepping stone for uncovering the different meanings people attribute to other salient issues. As such, the paper demonstrates the merits of the cultural-sociological approach applied in this study to public opinion research more broadly. (8/8)

Furthermore, for a notable number of citizens, stances on the issue of immigrants’ entitlement to welfare were shaped by religious convictions, which is a remarkable insight, given the highly secularized character of the Netherlands. (7/8)

Thijs Lindner @thijslin.bsky.social · 11/01/2024
As such, similar levels of support for (opposition to) welfare chauvinism can, in fact, mean very different things. Strikingly, the conventional way of looking at the issue was only adopted by a minority of the respondents (17%). (6/8)

Thijs Lindner @thijslin.bsky.social · 11/01/2024
Scrutiny of their social bases revealed that the respondents who held these different views differed substantially in relation to income, media preferences, religious denomination and political orientation. (5/8)

Thijs Lindner @thijslin.bsky.social · 11/01/2024
This revealed five distinct meanings ascribed to the issue: 1) conventional conservative–progressive; 2) economic exclusivism–inclusivism; 3) (dis)trust of ethnic others; 4) traditional communitarianism–secular inclusivism; and 5) secular exclusivism–religiously inspired compassion. (4/8)
