#ResistanceRoots Doris “Dorie” Miller was born on this day in 1919 in Waco, Texas. Because of his heroism during the attack on Pearl Harbor, he became the first African American recipient of the Navy Cross. His bravery spurred civil rights activists to push to desegregate the U.S. military. /1
Dorie Miller wearing his Navy Cross in May 1942. Miller’s extraordinary valor during the attack on Pearl Harbor forced a reluctant Navy to award him the Navy Cross. However, the myths and structural segregation that relegated Miller to the Messman Branch persisted after Dec. 7, 1941. Miller’s actions gave civil rights activists an undeniable symbol to fight for institutional equality. It took a coordinated campaign by activist networks to force the government’s hand. While the Navy tried to compartmentalize Miller’s award as an isolated exception — even keeping his rank restricted to the mess deck — the activist momentum could not be stopped. His visibility forced the Navy to begin opening up general service training to Black sailors and commissioning Black officers. Ultimately, the public discourse surrounding Miller’s valor laid the foundation for President Truman’s Executive Order 9981, desegregating the U.S. Armed Forces in 1948. Miller joined the U.S. Navy in September 1939 as a Mess Attendant Third Class, one of the few occupational roles open to Black Americans in a segregated military at the time. He was assigned to the battleship USS West Virginia, where he also became the ship’s heavyweight boxing champion. /2
Dorie Miller in his U.S. Navy uniform after enlisting in Dallas, Texas, Sept. 16, 1939. In the early- to mid-20th century, the Navy’s exclusion of Black men from combat roles was driven by pseudo-scientific theories designed to justify segregation. Internal Navy memoranda claimed that Black men lacked “martial spirit” and would panic under the pressure of combat. Navy leadership asserted that the operational complexities of modern warships were beyond the intellectual capacity of African Americans. White naval planners argued that Black sailors were incapable of exercising command authority and claimed that integration would destroy morale and discipline. To maintain these racist theories, the Navy funneled Black recruits into the Messman Branch, which replicated the racial hierarchy of Jim Crow. Black men served as domestic servants for white officers, cooking meals, scrubbing quarters, pressing uniforms and waiting on tables. Photo credit: Texas Collection, Baylor University.

During the attack on the USS West Virginia, Miller went to the deck and carried his mortally wounded commanding officer to safety. With no training, he took charge of a .50-caliber anti-aircraft gun and fired at Japanese aircraft until he ran out of ammunition and was ordered to abandon ship. /3
Illustration depicting Dorie Miller defending the USS West Virginia at Pearl Harbor. The Navy’s racial theories created the conditions for Miller to shatter them. Because his assigned battle station below deck on the USS West Virginia was destroyed by an exploding Japanese torpedo, he was forced to the bridge. When Miller, entirely untrained, successfully manned the .50-caliber anti-aircraft gun under direct fire, he didn’t just repel enemy planes. He single-handedly dismantled the Pentagon’s pseudo-scientific framework. His actions proved to a watching nation that the Navy’s theories were not based on military science, but on institutionalized white supremacy. In 1941, U.S. Navy policy was dictated by the racist belief that Black men lacked technical intellect or the capacity for combat command. Consequently, they were restricted to the Mess Attendant branch. Miller’s actions proved that courage and military competence are not defined by race. /4
Mess Attendant Third Class Dorie Miller in his U.S. Navy uniform. Because an event as catastrophic as Pearl Harbor demanded immediate national heroes to shore up public morale, the Navy was eager to publish stories of valor. However, discovering that one of the most compelling heroes was a Black sailor restricted to a domestic service role presented a political problem for a segregated military. When the Navy compiled its initial list of Pearl Harbor commendations on Dec. 15, 1941, it deliberately withheld Miller’s identity. The Navy released a statement praising the extraordinary actions of an “unnamed Negro mess attendant.” Navy leadership knew that attaching a specific face and name to this narrative would turn him into a symbol for civil rights activists demanding the integration of the fleet. By keeping him anonymous, the Navy hoped the story would fade from the headlines as public attention shifted to the broader war effort. Photo credit: Bettmann / Getty Images.

In January 1942, the Navy released a commendation list noting the actions of an “unnamed Black messman.” The military kept Miller anonymous to maintain the status quo. Civil rights activists launched the “Double V” campaign advocating victory over fascism abroad and victory over Jim Crow at home. /5
Logo for the “Double V Campaign,” a name coined by the Pittsburgh Courier, then the largest Black newspaper in the U.S. In 1942, a 26-year-old cafeteria worker from Kansas named James G. Thompson sent a poignant letter to the editor of the Courier titled “Should I Volunteer?” In it, he asked if he should sacrifice his life “to live half-free” and suggested that the “V for victory sign can be modified to be the Double V.” The editors recognized the power of Thompson’s concept and launched a coordinated media blitz. The strategy was brilliant because it framed the struggle for civil rights as an expansion of U.S. war aims rather than a distraction from them. The campaign quickly grew into a cultural phenomenon. Its rapid rise alarmed the U.S. government, which feared it would harm the war effort. Despite intimidation by the FBI and the U.S. Post Office, the Courier and other Black publications continued publishing the Double V symbol until the war ended in 1945.

Civil rights groups cited the story of the “unnamed messman” to demand full integration. In March 1942, the NAACP and Black newspapers uncovered Miller’s identity and published it nationwide. They also pressured FDR, forcing him to overrule Navy leadership and secure the Navy Cross for Miller. /6
Admiral Chester W. Nimitz pins a Navy Cross on Mess Attendant Second Class Dorie Miller during a ceremony aboard the USS Enterprise at Pearl Harbor, May 27, 1942. Navy Secretary Frank Knox recommended that Miller receive a standard commendation letter to satisfy the public without disrupting the Navy’s segregated hierarchy. Activists argued that white sailors who performed similar actions were showered with medals and promotions. In March 1942, progressive members of Congress introduced joint resolutions mandating that Miller be awarded the Congressional Medal of Honor. Facing a public relations crisis, the Navy agreed to award Miller the Navy Cross, the Navy’s second-highest award for valor. The Navy initially planned to send the medal through the mail or have it presented quietly by a lower-ranking officer. However, recognizing the symbolic value to the war effort, Admiral Chester Nimitz overrode the bureaucracy, personally pinning the medal on Miller’s uniform.

On June 1, 1942, just days after being awarded the Navy Cross by Admiral Chester Nimitz, Miller was promoted to Mess Attendant First Class. He was brought home for a war bonds promotional tour, where the public treated him as a national celebrity even as the Navy restricted him to the galley. /7
Dorie Miller (seated, center) surrounded by other African American service members during WWII, late 1942 or early 1943. This photo was taken at a promotional stop at an Army training center or base during Miller’s U.S. war bond and recruitment tour. Following intense pressure from the African American press (specifically the Pittsburgh Courier), the U.S. Navy finally released Miller from his sea duties on the USS Indianapolis to return to the U.S. for a national tour. The tour was designed to boost morale, drive war bond sales, and assist in recruitment efforts targeting Black service members. During December 1942 and January 1943, Miller traveled to various military hubs. Because the military was segregated at the time, his visits to bases were arranged so he could speak with, inspire and pose alongside segregated Black units across different branches of the military.

In June 1943, Miller was promoted to Ship’s Cook Third Class and assigned to the USS Liscome Bay. On Nov. 24, the carrier was torpedoed by a Japanese submarine during the Battle of Makin. Miller was killed in action at age 24, destroying the argument that noncombat roles kept Black sailors safe. /8
U.S. Navy recruitment poster picturing Dorie Miller wearing his Navy Cross. The War Department used Miller to boost African American recruitment and challenge enemy accusations of racism. However, when Miller was killed in action on Thanksgiving Day in 1943, he was still assigned to the galley. The Black community was furious that their most famous naval hero had been sent back to the front lines of the Pacific war while still restricted to a cook’s rating. Activists argued that the Navy had used Miller for PR during his war bond tour, only to treat him as a disposable asset afterward. Incremental steps, such as changing the name of the “Messman Branch” to the “Steward Branch,” were insulting half-measures. Miller’s death shattered the Navy’s excuse that keeping Black sailors in the galley “kept them safe.” It intensified the demands of the NAACP and the Black press: If Black men were going to die on combat ships, they must be allowed to fight back as trained combatants.

In response to the outrage surrounding Miller’s death and growing manpower shortages, the Navy put 16 Black men into an officer training program. On March 1, 1944, the Navy commissioned its first 13 Black officers. The Navy also commissioned two warships manned by predominantly Black crews. /9
The “Golden Thirteen,” the U.S. Navy’s first black commissioned officers, March 17, 1944. Top row: John Walter Reagan, Jesse Walter Arbor, Dalton Louis Baugh, Frank Ellis Sublett. Middle row: Graham Edward Martin, Charles Byrd Lear, Phillip George Barnes, Reginald E. Goodwin. Bottom row: James Edward Hair, Samuel Edward Barnes, George Clinton Cooper, William Sylvester White, Dennis Denmark Nelson. In late 1943, the Navy reluctantly established an officer candidate class for Black service members, but forced the men to complete the16-week officer training in just eight weeks. The Black candidates realized that the Navy expected them to fail, and made a pact to help each other master the material. When the final exams were graded, all 16 men passed with flying colors. Suspecting cheating, Navy leadership forced them to retake the exams under strict supervision. They scored even higher on the retake. Unwilling to commission all 16 men, the Navy chose 75% of the class without explanation.

In August 1944, the Navy began a pilot program in which Black sailors were assigned to general service roles alongside white sailors on 25 auxiliary fleet ships. It proved that integrated crews could operate under pressure, paving the way for the desegregation of the military four years later. /end
A U.S. Navy Chief Petty Officer demonstrates lathe operations to African American apprentice seamen at Camp Robert Smalls, July 30, 1943. Before 1942, Black recruits were trained at a facility for the Messman Branch. However, as the demands of WWII escalated and political heat from the Double V campaign intensified, FDR pressured the Navy to open general service ratings to Black men. The Navy’s response was to build Camp Robert Smalls, named for an enslaved African American sea captain who commandeered a Confederate transport ship and delivered it to the Union Navy. Camp Robert Smalls allowed the Navy to fulfill the White House mandate to train Black sailors for technical ratings while still maintaining racial segregation. To run the camp, the Navy selected Commander Owen Picton, a white officer who was an anomaly within the segregated military system. Picton had to enforce segregation, but he rejected the Navy’s racist “theories.” Photo credit: U.S. Navy / National Archives.

Postscript: The Navy is considering stripping Doris Miller’s name from the Ford-class aircraft CVN-81 and renaming it for Trump. This isn’t just another Trump vanity move. It would derail plans for the first aircraft carrier named for a Black American and again deny Miller the honor he deserves.
Members of Dorie Miller’s family look on as U.S. Navy personnel unveil the design concept for the future aircraft carrier USS Doris Miller (CVN-81) during the ship’s naming ceremony in January 2020. The proposal to name the ship for Trump has triggered pushback from veterans, lawmakers, civil rights organizations and Miller’s descendants. Pentagon officials have floated a strategic alternative: upgrading Miller’s Navy Cross to the Congressional Medal of Honor and moving his name to a smaller class of warship, such as a guided-missile destroyer. By naval tradition, destroyers are named after Medal of Honor recipients, whereas aircraft carriers are typically reserved for presidents. However, critics view this compromise as a transparent bureaucratic maneuver to clear the carrier slot for Trump while claiming a victory for Miller’s legacy.
