The granting of legal status is according to very strict rules. You have to prove being working there for quite some time already and have other proof of being integrated in the society. It is not for anyone and everyone (as the right is trying to sell).

I found the link. In Spanish it basically says that Spain has reached an agreement with Argelia on gas purchase. They are the direct competitors of Morocco. The King of Morocco is an ally to US and Israel... Hence 2+2...

In Spanish: A few weeks ago the Spanish government reached an agreement with Argelia on gas purchase. As retaliation against Spain, Morocco, enemy of Argelia, has increased the migratory pressure over Spain by opening part of the frontier with Ceuta.
