3/3 The relationship changed after 2021. Turkey rehabilitated its image in Kosovo, while Russia’s invasion of Ukraine and growing concerns over Serbia shifted the relationship toward security cooperation. This resulted in a more institutionalized Turkey–Kosovo partnership.

2/3 Between 2013 and 2021, Ankara’s efforts faced significant resistance. I identify two reasons: political power in Pristina was fragmented, limiting Turkey’s influence over decision-making, while Kosovo’s contested statehood made some elites particularly sensitive to breaches of sovereignty.

The partnership also extends beyond the EU. Hungary is the only EU observer in the Organization of Turkic States, where it supports Turkey's regional ambitions, including its role as an energy hub. These political links have become stronger than the underlying economic relationship. 3/4

Over the past decade, Budapest has backed Ankara inside the EU: from supporting Turkey's accession perspective to advocating softer approaches on issues like visa liberalization. In return, Turkey became an important partner for Hungary on migration, energy, and foreign policy coordination. 2/4

This promises to be really interesting.... I had mostly written this relationship off as "populist authoritarians of a feather, flock together" but ‪László's argument is more nuanced than that and suggests something more deeply buried in the histories of Turkish and Hungarian nationalisms.

💥Hungary’s energy purchases could’ve funded about one-tenth of Putin’s war in Ukraine, if all revenues were used for war, Hungarian daily Népszava reports. 💰Between Feb 2022–Sep 2025, Hungary bought €15B gas and €8B oil from Russia — €23B total. Russia’s war costs are estimated at €100–300B.
