I think he’s simple rather than dim in the sense that he fixes on a simple view of a policy area, assumes his first take is correct and refuses to budge He might happen on that view himself or adopt it from someone else He has no chance of grappling with complex emergent situations, aka real life

Can't remember the location, but there was a doco on TV a few months ago about a town that had been blanketed in lead-rich dust for decades to the extent that even when the mines and processing plants closed down the dust stuck in the weatherboards and on the roof of houses continued to leach out
