Looks like a false alarm. @evgen-istrebin.bsky.social reports that the MINERVA ZEN (IMO 9410909) isn't carrying diesel. It's transporting liquid ammonium nitrate. Russian fertilizer imports to the US aren't subject to any restrictions, and this vessel has made similar trips several times before.
