I guess what I'm saying is if the dialled in productivity gains don't actually materialize, there is literally no benefit and only massive risk. They didn't model only a 5% productivity increase or like an 8% or maybe even go wild with 15%. Why did they choose 10%?

The baseline also doesn't take into account any of Carney's new attempts to improve productivity in Canada. I know why they used that timeframe, but it wasn't ideal... like it was the years of the pandemic and when we had a true bottleneck.

They are run by non-profit airport authorities. In this case it will be profit driven airport authorities. Canada will still own them. It is a lease agreement in both cases.

The larger ones is where we Canadians do the most business. Increasing consumer and user fees will not be ideal. It's just simple capitalism... shareholders expect returns. If the efficiency improvements can't provide them, then something has to. They are monopolies.

Not keen on private anything running our airports. Our non-profit airport authorities do just fine. There is no competition with our airports. We'll just end up with higher consumer fees. Profit based capitalism needs competition.
