Some of these are extant corridors from when the streetcars used to run on the minor streets of Leavitt and 21st, in addition to the standard arterials of 18th, Cermak, Ashland, Damen, Western, and Blue Island.

Heart of Chicago has a healthy amount of B3-2 zoning on side streets, along with some C1-2. The arterials are still the main commercial strips, but lots of block-long pockets on minor streets have a wide variety of commercial uses.

They're not letting people park on the golf course anymore! "The Canal Shores Golf Course is no longer available. There are new parking restrictions in nearby residential neighborhoods. Adding those up, there will be 2,500 fewer spaces near the field this season."

Big-lot stores have also frequently argued that their properties are essentially worthless, for tax assessment benefits. The property tax loss drains small towns dry, while they pay for themunicipal infrastructure making those stores feasible.

Big-lot businesses try to appeal to highway users because they need a wider customer base. A Walmart will hollow out a town square, and then close citing lack of adequate customers. Then that town needs to drive to the next town's Walmart. It's risky economics for the town, regardless of bypass.

Bypasses often give self-determinism to municipalities in Iowa, where the state's DOT severely curtails the ability to experiment on state roads with different economic strategies like street fairs and sidewalk cafes.

Bypasses aren't needed to suck commercial activity out of downtown. Keokuk, IA can't have a bypass because there's a difficult-to-relocate bridge at one end. The big-lot commercial still clusters at the municipal edge.

I wouldn't call the black community the bedrock of support for his first-round mayoral campaign. Not having demographic voting data available, Lightfoot was the leader in Bronzeville, South Shore, Auburn Gresham, and even Austin. Johnson got that support to flip over to him in the runoff.
