I saw two situations that might be a new kind of denial of service attack. One in a western state was under investigation. ICE workers or other bad actors calling in false 911 reports artificially overwhelm the system. Feds make a claim that the local police, EMS, etc. can't handle the load

Marchers and rally folks, take a few minutes to test your safety plan. The part you don't test will fail so also test calling 911. If the popo are there and doing the job you won't need this. Decide on one caller. They should test again from the venue. Look at the alternative text. It's looong!

'Dispatch' is the regular phone number for the local police. You will get a long menu with jail visiting hours, prisoner lookups, firearms regulations/registration, and any turn in events for guns and medications. Try to stay focused.
BTW You can test your safety plan including 911 calls. When they answer say, "We're testing our plan." If they are busy, they will tell you to try later. That call still gives you some information.
You might need to hang up first if their phones won't disconnect. One of my phones needed a code to hang up from 911. The part of your plan that you didn't test will fail. Every single time.
I called out from a large corporate office building because the person who needed help was an idiot and called me. The corporate campus has their own emergency service so I dialed 9 first to get an outside line. But 911 is local and the call was routed to the city where I was. The name of the street was the same and they could not find the house number. It was two towns north.
That's when another campus security officer explained that testing 911 is not illegal. Just don't tie up their line.
Speaking of which, stand with a dozen or so resistance people who will be near you through the entire event. Decide on one person who will call 911 if needed. If six people call, it could clog the system's resources without any of you realizing it. I'm not sure if your phone will take another call or alert you if it's stuck in the 911 queue.
