New publication 📢 #Donors pour money into #GovTech expecting a democratization dividend. #Autocrats are spending just as eagerly. At least 88 authoritarian regimes currently run GovTech projects. Electoral autocracies alone receive 48.6% of GovTech aid commitments. Someone must be off the mark.

The #Islamabad talks seem quite unique to me. The US almost always serves as the mediator in the conflicts that I know and study, brokering deals at Camp David, etc. I can't recall many cases where the US was the party needing a mediator.
