Thankfully, fenya has mostly faded away now, and лох can mean anything from “loser” to simply “dumb guy” or “dummy,” especially when someone is talking about themselves.

It originally came into use in the ’90s along with the fascination with fenya (criminal slang), and meant an ordinary person who was easy to scam out of money. So originally, it was closer to “sucker,” but rougher — someone who is basically to blame for letting himself get ripped off.
