Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/2026The foundation of that is a principled approach to ensure the public's safety which people understand and trust. Until then, we have a responsibility to be cautious. 020
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/2026To conclude, my view is the city should pause operations of ALPRs until and unless we can make the case to use them to the public, and then the public says it understands what's at stake and agrees. We need to be using tech to make government work better, and there is so much opportunity with AI. 140
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/20266. And while there's a big difference between ALPRs and a lot of tech that doesn't have its scale of vulnerabilities, the distinctions aren't obvious. So, we have to get ALPRs right in order to have a solid approach for how we use AI-related technology generally. 210
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/20265. But we just don't have a mandate from the public to run a massively-networked, always-on automatic license plate reader system that exposes us to so many vulnerabilities without vetted safeguards. 140
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/20264. It’s a double-bind, because camera-based technology can help us in so may ways, now. Drones can spot and fight wildfires before they get out of control. Automated traffic enforcement cameras that minimize personal data can reduce deaths and serious injuries on our roads. 120
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/20263. On top of that, the public doesn't trust us. Trust in government has been declining for years, and we haven't yet given people a reason to trust us with this tech. 130
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/2026We can't fully prevent it from being pulled outside the boundaries of a simple operational decision, whether that's rogue use or something else. And it connects with everything—home doorbell cams, personal online accounts. 120
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/20262. Mass surveillance is a different road, and it's a dark one we don't have the navigation tools for. It's true ALPRs can make tactical enforcement more efficient and more effective. But we can't promise this tech won't be used for federal overreach. 130
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/20261. Boulder should be leaning into AI. I've seen it make pavement repair more responsive. It can speed up customer service. It can help us write better grant applications. 120
Ryan Schuchard @ryanwithboulder.bsky.social · 09/07/2026Three local Boulder technology experts--two CU researchers and a cybersecurity expert--laid out the case in today's Camera why Boulder should stop using automatic license plate readers (ALPRs). This is as the city considers a new vendor. My view (thread): www.dailycamera.com/2026/07/09/b...dailycamera.comBoulder should halt use of Flock – and all other automatic license plate readers (Opinion)Changing the logo on Boulder’s Flock cameras will not change the privacy-violating architecture of automatic license plate readers. The history and potential for this tech to be abused cannot be refor... 1146

Ryan Schuchard @ryanwithboulder.bsky.social · 02/05/2026The existing condition of dangerous traffic is untenable. And being serious about the public’s wellbeing means we have to keep looking under all stones. 010
Ryan Schuchard @ryanwithboulder.bsky.social · 02/05/2026…to earn trust back across the board, and not just on traffic cameras Meantime, a driver is one of the most likely things to kill me, you, and the people we care about—and it’s at the heart of why so much else is broken, from kids being isolated and glued to screens to so many of us being poor. 110
Ryan Schuchard @ryanwithboulder.bsky.social · 02/05/2026are giving people real reasons to worry about camera networks. And lot of people don’t trust local government enough to give this the benefit of any doubt, something that’s pertly on government, and partly on decades of right-wing propaganda. But nevertheless it’s on government… 110
Ryan Schuchard @ryanwithboulder.bsky.social · 02/05/2026We need to be transparent about the data and the lessons and use it to improve as we go. But also there is the bigger context. The spread of Flock and other surveillance (which are different and more expansive than a confined camera snapping only when it detects dangerous, illegal driving)… 110
Ryan Schuchard @ryanwithboulder.bsky.social · 02/05/2026Chicago saw 12% fewer fatal and injury crashes. CDC, NHTSA, and a Cochrane review all point the same way. The evidence says traffic cameras makes road after. That said, you’re right that Boulder should be publishing time series crash data near camera locations to prove their effects. 110
Ryan Schuchard @ryanwithboulder.bsky.social · 02/05/2026Good questions, and sorry for the slow reply. I’ve been sitting with this. “Help us believe you” is the right standard. Research says traffic cameras work. Ie, a 2025 PNAS study of NYC’s program found collisions dropped 30% and injuries 16% near cameras in the first seven months. 100
