So, yes, Bayesian methods are used but there’s a lot that goes into regulatory decision making so companies and the government like having documents that everyone, not just the statisticians will pay attention to

It’s likely more of a way to standardize methods and literally provide guidance. It‘s similar to the way that psychometric methods were always used to validate patient-reported outcomes, but in 2008, a draft document was published to bring more standards to the forefront
