in the long run it's hard to make out the difference between behavior caused by a lack of skill and behavior caused by lack of incentive, since ceteris paribus you'd expect either over time to produce the other. but these changes are recent enough that we can probably sort out which is the culprit

Incredible. First Secretary Mullin claimed that DHS had identified 15,903 noncitizens on Nevada’s voter roll. Then DHS officials told a skeptical Nevada, no no no, that’s just people we flagged. Here are the names of 185 people we KNOW aren’t citizens. All 185 were citizens. DHS got 100% wrong.
When the Department of Homeland Security sent Nevada a list of 185 names last month that it claimed identified noncitizens who had been improperly allowed to register to vote, state election officials got to work.
On Tuesday, the state sent a strongly worded rebuke to the federal government: Every single person on the list was a lawful citizen.
"As for the 185 individuals, our records indicate that they were citizens," Greg D. Ott, a deputy attorney general in Nevada, wrote, according to a copy of a letter sent to Department of Homeland Security officials obtained through open records requests.
"You have provided nothing of substance to suggest otherwise."Following the meeting, Ms. Vogt sent a clarifying email to Nevada officials. "I also wanted to be sure I clarified that we did not reduce the 15,903 to 185," she wrote. "We've manually reviewed some of the 15,903 and confirmed 185 are not U.S. Citizens."
Now, Nevada officials are saying even that 185 number is wrong. They also took issue with a letter D.H.S. sent them in early September, in which the agency reiterated its initial claims about nearly 16,000 noncitizens on the rolls and pressured state officials to review each case in a letter to Nevada officials in early September.

The image is of an observatory (lower left of the image) pointed at the sky. In the sky, the band of the Milky Way begins top left and moves to lower right. The following is from the description from NASA's site: "The image was timed to capture a total lunar eclipse — but it came with quite a twist. First, the eclipse: the fully Earth-shadowed Moon is visible as the orange orb near the top. The eclipsed Moon's orange color is caused by a slight amount of red light scattered first by Earth's atmosphere, adding a color like a setting Sun. Now, the twist: one of the apparent double helix bands is the Milky Way, the central disk of our home galaxy. The second band is zodiacal light, sunlight scattered by dust in our Solar System. The reason they cross is because the plane where dust orbits our Sun is tilted relative to the plane where stars orbit our Galaxy. "Uuuh." Jeordie stalls as he cannot believe that his father is giving him the "didn't I raise you right" lecture, guy's version, before work. But his keys are being held hostage so he had to deal with it. There's no mercy as his father just continues on. "Your mother was SO UPSET when she found that condom she called me at the hospital last night and I Do Not blame her. That is so DISGUSTING." Especially considering that his mother was still cleaning his sheets the least his old man thought he could do is hide the evidence like an experienced man.

"It... was an accident!" Jeordie stammers, pulling his hood up to hide his darkening cheeks. "I... it... I fell asleep and it just disappeared! Why would I leave it there on purpose!" Why wouldn't he take it off in the first place? Lazy. His dad lays into him for that crappy excuse. "We have ample trash cans in this house. Your mother and I work hard to provide SO MANY trash cans." There's a glaze over his eyeglasses as daddy gets dramatic. "In the trash, Jeordie!" Jeordie turns away because he is just dying of embarrassment at this point, but maybe he should have thought of his own mom's mortification to see her son's banana skins. It's mostly a dammit, my son, I don't mind you sleep with your girlfriend safely but be discreet kinda thing. "It is the most important thing that is ends up IN THE TRASH!" Having got his keys Jeordie is trying to retreat but his dad continues once more as Jeordie walk-of-shames to his car, hood up. "The TRASH."
