Taxing them to a Fair Share is enough. Rockefeller, Carnegie, Chase, Vanderbilt, and others were the Richest Men in the World while paying Taxes that were Defered if they Invested in America and Americans. The new guys paid politicans to change the Laws and get Tax Credits for investing overseas.

The easiest way to conform this is the People's Election in Virgina Overturned by the Courts, while none of the republican States in the South Held an Election, or had a Mandate. They did it because trump asked them too.
