Budget for expenses Unreimbursed volunteers are volunteers who can afford to be out of pocket. That's not inclusion, it's exclusion dressed up as goodwill. If your organisation claims to champion diversity, reimbursing expenses isn't optional.

Stop calling it a volunteer programme Programmes are subgroups within services: the reading programme, the gardening programme etc. Volunteering isn't a subgroup. It's a strategy for how your organisation delivers its mission. Language shapes budget decisions, so change the language first.
