What sticks out is that out of the 5 top receivers of fiscal benefits, 3 are in the meat sector. This sector received HUGE benefits with no strings attached during Brazil's industrial policy push in the 2010s. @dasilvapp.bsky.social and I wrote about it here: shorturl.at/QgA6n

Every year, Brazilians wake up to a news piece saying that deforestation was the largest responsible for emissions. Messaging that growth model change--and some industrialization--is the only way for BR to grow sustainably could mobilize the public in favor of industrial policy.
