Yes but not if their numbers match the carrying capacity of the land. Deer numbers are unnaturally high due to lack of predators and feeding through the winter. The stalking estates deliberately keep numbers high.

Deer would naturally move into native woodland for nutrition but as we only have less than 4% native woodland cover they starve out on the moor.
