I always blame administration, although some of that is from fear of unreasonable parents (justified or no). The most recent egregious example of this I heard was a student who got in a physical altercation with a classmate that ended with them PEPPER-SPRAYING THE PRINCIPAL. But there was an IEP, so

You'd be shocked how many stories I hear from teachers where "the kid has an IEP" is immediately brought up as this ward against action—like it means the kid MUSTN'T be redirected, given better tools, helped to do things differently, or taught to change at all. They want to wash their hands of it.
