The easiest way to understand this is if we just freeze payments to Care Homes and Children's Homes for the next 10 years. They will go bankrupt and the Government can buy them back. That is exactly what they did.

It's important to understand that before Margaret Thatcher Social Care in the UK was basically nationalised. 100% of children and 64% of Pensioners were in Nationalised Social Care. And that it was destroyed by FORCING Councils to sell it off by freezing their budgets.

Social Care is affordable in the UK. Just not Privatised Social Care. Currently a Social Care Worker is paid £12.60 an hour. The Council is charged £33.20 an hour. A huge amount of this is profit which goes completely untaxed. As you can see this will NEVER be affordable.
