The current state of AI reduces AI threats to "Humans using AI for nefarious purposes" threats. LLMs are showing amazing results, but their "motivation" is still human-driven. AGI may be completely different, that should be the point of such an agency, international if I may add.

That's not the point. The point is we bought the usual amount but because of the war(s) it now costs must more. Key industries like metallurgy require gas to work, not everything can be solved by EVs and panels, although for the public sector that should be the way to go.
