For his role in the 1916 Easter Rising, the wounded James Connolly was placed in a kitchen chair & shot. In Parliament an opposition MP pressed the government on the irregularity of the execution & whether there was "precedent for the summary execution of a military prisoner dying of his wounds".

I think a large enough group of people do put it in other-regarding terms to form a persistent base of support for reaction, and they are more motivated than those afraid of freedom to take action because they perceive a salient & not hypothetical threat from “the other”.

Right, but I think it’s a particular fear of freedom, fear of being dominated (or, more accurately: fear that you have no one to dominate). I don’t know how you get rid of that ego-driven urge, not even 2,500 years of Buddhism has gotten people to cast off the illusion of the self.

Sadly, I think a lot of people get a sense of meaning from hierarchy, having another group to look down on (since they can’t imagine how they’d ascend to the highest heights). The answer is flattening the hierarchy, but people aren’t crazy about the redistribution necessary for that.
