ICE agent Christian Castro makes first appearance in Hennepin County District Court:
Christian Castro, an Immigration and Customs Enforcement agent, made his first appearance in Hennepin County District Court Thursday. Mr. Castro is charged in state court with four counts of second-degree assault and one count of falsely reporting a crime.

On January 14, Mr. Castro fired his weapon through a front door and into a home with multiple people inside. The bullet struck Julio Sosa-Celis in the leg and lodged in the wall of a child’s bedroom. During his first appearance, Hennepin County Attorney’s Office (HCAO) prosecutors argued for $500,000 unconditional bail and $350,000 conditional bail. The court set bail at $400,000 and $200,000, respectively.

The terms of bail are:

-No contact with witnesses
-No possession of weapons
-Surrender of passport and electronic monitoring
-Supervised release
-Pre-signed waiver of extradition

“The process of holding Mr. Castro accountable for firing his weapon through a front door, striking Julio Sosa-Celis, endangering the lives of others, and falsely reporting a crime has begun,” Hennepin County Attorney Mary Moriarty said. “Every defendant, including Mr. Castro, is entitled to a fair trial and he will receive one. My thoughts today are with the victims whose lives were upended because of this incident.”

Both Mr. Sosa-Celis and Mr. Aljorna were charged with federal crimes based on Mr. Castro’s false reports. Those charges were later dismissed when video was produced that definitively countered Mr. Castro’s claims.

Mr. Castro’s next state court appearance is currently scheduled for November 3 at 1:30 p.m.

This morning, Taylor Schulz was found not guilty by reason of mental illness in the December 2023 murder of Robert Skafte. Today’s ruling settles Mr. Schulz’s future and protects the community. Mr. Schulz has been civilly committed – indefinitely – to a secure facility.

Hennepin County Attorney’s Office declines felony charges related to City Hall incident due to prior communication between MPD and Lang security detail
The Hennepin County Attorney’s Office is declining felony charges related to the incident involving Edward “Jake” Lang in front of City Hall.

After a review of extensive evidence of communication and logistical coordination between the Minneapolis Police Department and Lang’s security detail, there is not a path forward for felony charges to be proven beyond a reasonable doubt.

“Mr. Lang had been in prison for four years for violent crimes committed against law enforcement at the Capitol on Jan. 6, 2021, before being released from prison after being pardoned by Donald Trump,” Hennepin County Attorney Mary Moriarty said. “His actions on Saturday were despicable and disgusting.

“A lack of felony charges does not in any way condone this conduct. This is a legal decision based on applicable law, and we simply cannot prove the requisite intent in light of the evidence of communication and logistical coordination.”

An MPD officer was injured while helping a community member who had fallen in front of a truck during this incident. That officer placed himself in harm’s way because he feared the driver did not see the community member on the ground with the surrounding crowd and chaos.

Although the officer was struck by the vehicle, felony assault requires intent and, as the officer noted in his report, he did not believe the driver saw what was happening. The officer was seen at a local hospital and released.

This decision does not prohibit the Minneapolis City Attorney from pursuing applicable gross misdemeanor or misdemeanor charges as they see fit.

Christian Castro is accused of shooting Julio Sosa-Celis in the leg on January 14th. The only thing stopping Mr. Castro from facing the appropriate charges is a signature from Texas Governor Greg Abbott. I encourage Governor Abbott to sign the paperwork today.
