A Advocacia-Geral da União (AGU) enviou nesta segunda-feira (dia 18) uma notificação às redes sociais Instagram, Facebook e WhatsApp para solicitar a exclusão de robôs de inteligência artificial que simulam aparência infantil e realizam diálogos com conteúdo sexual. A empresa tem 72 horas para excluir os robôs e esclarecer quais medidas têm sido adotadas para evitar que crianças e adolescentes tenham acesso a conteúdo sexual e erótico. No ofício enviado à Meta, empresa que opera as redes citadas, a AGU disse que chatbots criados por meio da ferramenta Meta IA Studio promovem a erotização infantil. Sem filtro de idade O órgão também acrescentou que as plataformas da Meta estão disponíveis para menores de idade, a partir dos 13 anos, e não existe filtro para verificar a idade dos usuários entre 13 e 18 anos. “Tais chatbots têm potencialidade de alcançar um público cada vez mais amplo nas plataformas digitais, especialmente nas redes sociais da Meta, ampliando de forma exponencial o risco do contato de menores de idade com material sexualmente sugestivo e potencialmente criminoso”, argumenta a AGU. O tema sobre a erotização de crianças veio à tona nas últimas semanas após o influenciador Felca denunciar perfis que usam crianças e adolescentes para promover a "adultização" infantil. A Stanford University study, covered in Ars Technica last month, found that therapist-branded chatbots from Character.AI and other providers can encourage delusional thinking and express stigma toward people with certain mental health conditions. But one of its co-authors, Nick Haber, argued that AI likely does have positive applications to therapy, including in training human therapists and in helping clients with journaling and coaching.

That strikes me as true — and still not quite enough. Part of the problem here surely relates to language: the words "therapy" and "therapist" connote a level of trust and care that no automated system can provide. Tools like ChatGPT can clearly provide a convincing therapy-like experience — even one that has therapeutic benefits — but should never be mistaken for the genuine article.

O presidente Luiz Inácio Lula da Silva afirmou nesta quarta-feira que o governo americano não pode interferir na regulação das big techs no país. Segundo ele, as empresas que não quiserem ser reguladas podem saír do país. Lula concedeu entrevista à Reuters no dia em que o tarifaço americano de 50% sobre produtos brasileiros entra em vigor. — Se não quiser regulação, sai do Brasil, não existe outro mecanismo, da mesma forma que lá nos Estados Unidos, uma empresa brasileira é obrigada a seguir a legislação americana, e na França é do mesmo jeito — afirmou o presidente brasileiro. Lula listou as justificativas dadas pelo governo americano na carta em que o presidente Donald Trump anunciou a sobretaxa. No documento enviado ao Brasil, Trump criticou as medidas judiciais contra plataformas digitais americanas, como a suspensão recente do X pelo ministro do Supremo Alexandre de Moraes. — É tentar impor ao Brasil a ideia de que nós não podemos regular as big techs, espera aí, esse país é soberano, tem uma constituição, uma legislação, é da nossa obrigação regular o que a gente quiser regular, de acordo com os interesses e cultura do povo brasileiro — disse Lula. Na entrevista, Lula citou que grande parte dos produtos americanos não tem imposto sobre importação no Brasil. O presidente disse que as ações tomadas pelo governo americano são uma "intromissão" na soberania brasileira. — Ora, ele que cuida dos EUA, do Brasil cuidamos nós. Só tem um dono esse país, e só um dono manda no presidente da República, o povo, o povo que elegeu e o povo que pode tirar [...] Nós já tinhamos perdoado a intromissão dos EUA no golpe de 1964, isso já estava precificado na massa política do povo brasileiro. Mas agora não é uma intromissão pequena, é o presidente dos EUA achando que pode ditar regras para um país soberano como o Brasil Regulação das big techs Entre as medidas avaliadas pelo governo para regulação das big techs, a preferida da equipe econômica é a implementação de uma Contribuição de Intervenção no Domínio Econômico (Cide) como a principal alternativa para a tributação das empresas. A ideia é aplicar um modelo de imposto sobre serviços digitais prestados pelas companhias. O avanço da medida, porém, depende do Palácio do Planalto. Entre as formas de aplicar o imposto sobre serviços digitais, a taxação via Cide é vista como a mais simples de se fazer no Brasil. A Constituição define que a União pode instituir uma intervenção no domínio econômico. Trata-se de tributo com caráter regulatório, não tem simplesmente viés arrecadatório, mas visa o regramento de um setor. O governo já mapeou propostas que preveem a Cide sobre serviços digitais para enviar ao Congresso Nacional, mas uma medida provisória (MP) também é considerada porque tem uma aplicação mais rápida. A legislação vai precisar dizer qual o fato gerador do tributo (estabelecendo quais serviços digitais serão abarcados e qual o tamanho do mercado a ser considerado). Existem outras alternativas no radar do governo brasileiro, como aumento da tributação das companhias por alíquota adicional no Imposto de Renda da Pessoa Jurídica (IRPJ) ou na Contribuição Social sobre o Lucro Líquido (CSLL). São opções consideradas menos simples tecnicamente. Além disso, um adicional de IRPJ precisaria ser dividido com estados e municípios. Tarifaço Nesta quarta-feira, entrou em vigor uma sobretaxa de 50% sobre parte das exportações brasileiras que têm como destino o mercado americano. O Brasil argumenta que a medida está em desacordo com as normas internacionais de comércio. Na prática, a ordem executiva assinada por Trump na última quarta implementou uma tarifa adicional de 40% sobre o Brasil, somando-se aos 10% anunciados em abril e elevando o total da tarifa para 50%.
