Probably Darebin. Darebin's procurement policy preferences "social enterprises and disability enterprises" that provide "opportunities for people with a disability" which is almost certainly sheltered workshops. There's certainly no language that prevents it. www.darebin.vic.gov.au/files/assets...

We've been fighting for fair pay and against #ModernSlavery for disabled people. We've gotten the City of Sydney and Victoria Park, WA to ban procurement from businesses that pay less than minimum wage/ADEs. We're working with more Councils now. #SubminimumWage #EqualPay #FairPay 2/
