Yes, ComicBook's scale allows for half points. I don't think anyone abstains from using them. It's just up to the writer to choose what score fits the best.

I loved Control and both of its expansions, yes! They set a high bar, but Resonant fails on its own merits a lot of the time. (Also Rockay City is, in my estimation, a worse game!)
