The oceans are not the same as years ago. They’ve changed a lot. For example, Oceanic Hypoxic Dead Zones, meaning low or depleted oxygen zones, have increased by more than 300%, up from 150 recorded sites in 2000 to over 500 in 2026. “The science is clear – climate change is transforming the oceans.” (Blue Whales Are Going Silent. Scientists Warn It’s a Cry for Help, d/d August 25, 2025, Earth.org) According to Scripps Institution of Oceanography, oceans have absorbed 90% of Earth’s excess heat since 1970, saving humanity from itself. If not for the oceans, that amount of heat would cook people alive.

Attorneys for James “Fergie” Chambers, the US citizen and wealthy donor to leftwing and humanitarian projects who is currently imprisoned in Madrid and sought in extradition, have submitted a brief ahead of a decisive government meeting on the case. Meanwhile, Chambers’ partner, the actor and activist Stella Schnabel, met last week with multiple members of the Spanish parliament to assert his innocence. The legal team’s arguments include that the US government has failed to identify specific acts of violence or damages personally attributable to Chambers and instead is seeking to criminalize acts linked to political protest.

As a follow up to the Black Paper, we have long been watching transformative frameworks not only being captured, but harmonizing into a winner-take-all accumulation of data through intermediaries and compliance. What I learned from that research, and what is contained in this document describes patterns by which institutions — including multilateral bodies, NGOs, certification systems, and government agencies — publicly embrace transformative frameworks while systematically hollowing them out. The examples are drawn from REDD+, organic certification, fair trade, biodiversity offsets, indigenous data sovereignty frameworks, and other fields where the gap between stated intent and operational reality is well-documented.
