The instrument works through tariff-rate quotas, which protect the traditional volumes of other suppliers. It rests on GATT Article XXVIII and leaves the Article XXI security exception aside. Published exit criteria tell partners when and how the measures end.

⚖️ Trade remedies that work one product at a time cannot correct a distortion on that scale. We propose a Structural Rebalancing Instrument, modelled on the EU steel regulation and triggered by conduct observed across an entire value chain.

The EU's trade deficit with China reached €360bn in 2025, almost €1bn a day. We argue that the export surge behind it is the product of policy rather than comparative advantage: state support, an undervalued renminbi and household consumption stuck at 40 per cent of GDP.

The global trading system hasn't stalled. It has ruptured. As WTO members meets in Cameroon tomorrow, the harder question will go unanswered: what do open economies do when the multilateral engine can't keep pace with geopolitical reality?

But we need to think about the limits of de-risking: With less economic integration, we may have less risk for welfare losses in the case of a hard decoupling scenario, but we may also make that scenario more likely by loosening the brakes for risky political bets.

So yes, let's de-risk to the extent necessary, but let's also not shoot ourselves in the foot with overblown calls for decoupling. (I am looking at you, House Select Committee on the CCP.)

An excellent new report that illustrates that much has been overblown in the debate about decoupling and de-risking. Yes, there are significant costs associated with a hard-decoupling scenario, but overall, economic interdependence is a source of Western strength, not weakness. 👇
