Via @shelley-w.bsky.social: regulators don’t have to accept a system where households absorb the costs of grid expansion while utilities and large users call the shots. Public utility law can be used to rein in costs, shape investment, and make data centers pay for the strain they put on the grid.

It is thus a critical time to reevaluate the tools we have to manage the electricity system—most centrally, public utility regulation.

As suspending the federal gas tax gains traction in Washington, a prescient reminder from our Senior Fellow @pkrugman.bsky.social: gas tax holidays are largely a windfall for producers that barely move prices at the pump for the consumers suffering from inflation.
"Now suppose that we were to cut gasoline taxes. If the price of gas at the pump were to fall, motorists would buy more gas. But there isn't any more gas, so the price at the pump, inclusive of the lowered tax, would quickly be bid right back up to the pre-tax-cut level. And that means that any cut in taxes would show up not in a lower price at the pump, but in a higher price paid to distributors. In other words, the benefits of the tax cut would flow not to consumers but to other parties, mainly the domestic oil refining industry. (As the textbooks will tell you, reducing the tax rate on an inelastically supplied good benefits the sellers, not the buyers.)" — Quote from Paul Krugman.

State Climate Laws Targeted Around US as Iran War Spikes Gas Prices
Experts say the laws have little impact on gasoline costs and are the cheapest way to meet rising electricity demand. As countries and consumers embrace renewable energy in the wake of the Iran war, skyrocketing gasoline prices in the US are fueling efforts to weaken state climate laws.
Renewable energy mandates to reduce greenhouse gas emissions generally have little impact on US gas prices, according to experts. But the growing pain at the pump has charged debates in California, Massachusetts, Michigan and New York over whether climate action is affordable as households face rising costs for electricity, groceries and housing.
“The war in Iran is driving up gas prices at the pump to the breaking point for too many New Yorkers,” New York Governor Kathy Hochul said in March as she proposed to delay regulations implementing the state’s 2019 climate law, calling its emission-reduction targets “costly and unattainable.”
